His central argument: what we are experiencing today is neither a coincidence nor a rupture. Globalization and tribalization have been alternating for centuries.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7e7d4fbf elementor-widget elementor-widget-text-editor\" data-id=\"7e7d4fbf\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Since 2006 &#8211; long before COVID &#8211; democracy, press freedom and global trade have been in steady decline. The attack on the Capitol, the rise of authoritarian leaders, and the return of trade barriers are all symptoms of a deeper downward spiral.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4ed74ef elementor-widget elementor-widget-text-editor\" data-id=\"4ed74ef\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>COVID could have broken that spiral. In the first weeks of the pandemic, there seemed to be a kind of collective awakening: neighbours throwing bunting across balconies to celebrate birthdays, applause for healthcare workers, a sense of shared vulnerability.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b3a99cb elementor-widget elementor-widget-text-editor\" data-id=\"b3a99cb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>But the opposite happened. The lockdowns intensified polarization, the anti-vaccine movement grew faster than expected, and the absence of face-to-face diplomatic contact \u2013 two years without G7, G20 or informal meetings \u2013 has left deep marks.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-60629b6 elementor-widget elementor-widget-text-editor\" data-id=\"60629b6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Debeuf illustrated this with the famous photo of Putin and Macron sitting at opposite ends of a long white table. That absurd distance was not just symbolic: it reflected how global politics, shaped by COVID, had shifted towards mutual distrust and hardened positions. Eleven days later, Russia invaded Ukraine\u2026<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-13104ad elementor-widget elementor-widget-text-editor\" data-id=\"13104ad\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>His message to the audience was both sober and hopeful: the way out of tribalization does not lie in armament, but in dialogue. And that dialogue starts with each of us \u2013 for example, by consciously disrupting algorithms and reading opinions we do not agree with.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-d5a5fe3 e-con-full e-flex e-con e-child\" data-id=\"d5a5fe3\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-78c67e2 elementor-widget elementor-widget-heading\" data-id=\"78c67e2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">The media as ammunition, target and defuser<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8201140 elementor-widget elementor-widget-text-editor\" data-id=\"8201140\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Maarten Rabaey<\/strong>, a journalist with thirty years\u2019 experience in international politics at <em data-start=\"187\" data-end=\"198\">De Morgen<\/em>, examined these shifts from a different yet closely related perspective: that of the press itself.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f194cbd elementor-widget elementor-widget-text-editor\" data-id=\"f194cbd\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>COVID has changed journalism forever. The bustling newsroom of the past, where journalists were out in the field every day and someone was posted abroad every month, gave way to remote desk work. In-depth reporting \u2013 putting a face to hard data and speaking to people experiencing war or crisis at first hand \u2013 became extremely difficult overnight.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8d5517c elementor-widget elementor-widget-text-editor\" data-id=\"8d5517c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>It was precisely the places that needed that presence the most that were most often overlooked: conflict zones and the Global South, where the UN identified a veritable <strong>\u2018pandemic of human rights violations\u2019<\/strong>.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4974ef2 elementor-widget elementor-widget-text-editor\" data-id=\"4974ef2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Moreover, COVID led to a clear break in <strong>public trust in the media<\/strong>. Journalists brought bad news \u2013 lockdowns, extensions, new restrictions \u2013 and were seen by part of the public as the messengers of those measures. The distrust that emerged at the time has never fully disappeared.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f8eb4ba elementor-widget elementor-widget-text-editor\" data-id=\"f8eb4ba\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Rabaey outlined how, in today\u2019s great power conflicts, the media are being pushed into <strong>three roles<\/strong> at once.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-568befe elementor-widget elementor-widget-text-editor\" data-id=\"568befe\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>As <strong>ammunition<\/strong>: Russia spreads false information through professional propagandists and sophisticated disinformation campaigns, not only within its own borders but also in Africa and Europe. One example is the exposed network Voice of Europe.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b553c81 elementor-widget elementor-widget-text-editor\" data-id=\"b553c81\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>As <strong>a target<\/strong>: more than 260 journalists have already been killed in Gaza and Lebanon, while China is currently holding 123 journalists in prison. Censorship and restricted access for the press are not marginal phenomena, but a deliberate strategy, both in authoritarian states and in conflict zones where independent reporting is actively suppressed.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-344fcb0 elementor-widget elementor-widget-text-editor\" data-id=\"344fcb0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>And as <strong>a potential defuser<\/strong>: collaborative investigative journalism networks such as OCCRP show that cross-border journalism is indeed capable of exposing abuse of power.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-03d2bb6 elementor-widget elementor-widget-text-editor\" data-id=\"03d2bb6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>He ended with a positive example closer to home: DPG Media, which offered the entire editorial team of The Moscow Times a safe base in Amsterdam, from where they continue to reach Russian readers via VPN and satellite channels, the modern equivalent of <em>Samizdat<\/em>, the clandestine carbon-copy newspaper that Soviet dissidents passed from hand to hand to evade state censorship.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-b075ede e-con-full e-flex e-con e-child\" data-id=\"b075ede\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-7cfbebe elementor-widget elementor-widget-heading\" data-id=\"7cfbebe\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Questions from the audience: Europe, dialogue and hegemony<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c008222 elementor-widget elementor-widget-text-editor\" data-id=\"c008222\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The evening ended with a lively Q&amp;A session. Two questions stood out in particular.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c7e459c elementor-widget elementor-widget-text-editor\" data-id=\"c7e459c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Luc Cortebeeck, former president of the ACV, raised the question that was on many people\u2019s minds in the room: what role is left for Europe?<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-19a1e91 elementor-widget elementor-widget-text-editor\" data-id=\"19a1e91\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Debeuf was frank: in recent years, Europe has lost a great deal of credibility in the areas of human rights and international law, including through its ambiguous stance on the conflict in Gaza. Yet he believes the tide can turn \u2013 though this will require action. \u201cIf there is one continent that can do it, it will be Europe,\u201d Debeuf said. He hopes Europe will once again rise to the challenge and place international law and human rights at the forefront.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6a09dc8 elementor-widget elementor-widget-text-editor\" data-id=\"6a09dc8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Rabaey added that medium\u2011sized countries \u2014 including EU member states, but also Canada \u2014 can play an active role in this together.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-aeb5628 elementor-widget elementor-widget-text-editor\" data-id=\"aeb5628\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Another participant raised a more fundamental question: is the current global disorder not simply the logical consequence of the end of American unipolar hegemony after the Cold War?<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b64668c elementor-widget elementor-widget-text-editor\" data-id=\"b64668c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Debeuf added nuance: in 2001, the world did not feel like a system dominated by the United States, but rather like an open space full of possibilities. It was only later \u2013 especially with Trump \u2013 that the feeling grew that the US had become a flawed hegemon. The idea that democracy and free trade are inextricably linked proved to be far more fragile than we thought.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d727658 elementor-widget elementor-widget-button\" data-id=\"d727658\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"button.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"elementor-button-wrapper\">\n\t\t\t\t\t<a class=\"elementor-button elementor-button-link elementor-size-sm\"
